Investing in Los Angeles County Classrooms through the School COVID-19 Prevention Partnership

One such initiative is the School COVID-19 Prevention Partnership (SCPP), a collaborative effort designed to enhance the safety and resilience of schools across Los Angeles County. This program, a joint effort between the Los Angeles County Department of Public Health, Heluna Health, and the Los Angeles County Office of Education (LACOE), has made a significant impact on the lives of students, educators, and families.

A Collaborative Effort for Healthier Schools

The School COVID-19 Prevention Partnership (SCPP) emerged as a critical response to the ongoing pandemic, aiming to equip schools with the necessary resources and strategies to keep their communities safe and healthy. Through a series of mini-grants, the program empowered schools and districts to implement tailored projects that address both the immediate and long-term needs of their students and staff.

The mini-grants were awarded across three tiers: Tier I at the District level ($150,000), Tier II at the School Site level ($75,000), and Tier III at the Classroom level ($10,000). These grants provided schools with the flexibility to design and execute initiatives that best met their unique needs, whether through improving attendance, enhancing social-emotional learning, or promoting physical fitness and wellness.

The Role of the Center for Distance and Online Learning (CDOL)

The Center for Distance and Online Learning (CDOL), a division within LACOE’s Curriculum and Instructional Services, played a pivotal role in the success of the SCPP. With a history rooted in innovation and partnership, CDOL has been a leader in educational support since its inception in 1990 as a federally funded Star Schools project. Over the years, it has evolved into a hub for distance and online learning, fostering numerous state and local partnerships.

In the SCPP, CDOL provided essential technical assistance to the mini-grantees, ensuring that each project was effectively implemented and aligned with the overall goals of the partnership. This support included reviewing project plans and budgets, developing implementation tools, offering on-site recommendations, and ensuring compliance with public health guidelines. Thanks to CDOL’s expertise, over 80 mini-grants were successfully executed across more than 50 schools in 18 different districts and charter organizations.

Transformative Projects and Their Impact

The projects funded by the SCPP grant addressed a wide array of critical needs within schools, creating environments that are not only safer but also more supportive and engaging for students. Some of the standout initiatives include:

  • Social-Emotional Learning Curriculum: Implementing programs that foster emotional well-being and resilience among students, helping them cope with the stress and uncertainty brought by the pandemic.
  • Establishment of Wellness Areas: Creating dedicated spaces within schools where students can relax and recharge, promoting mental health and reducing stress.
  • Building School Community Gardens: Encouraging outdoor activities and hands-on learning experiences while promoting physical health and nutrition.
  • Mental Wellness Counseling Programs: Providing much-needed mental health support to students, addressing issues such as anxiety, depression, and trauma.
  • Physical Fitness and Sports Equipment: Enhancing physical education programs and encouraging active lifestyles among students.
  • Arts Integration Activities: Utilizing creative arts as a tool for expression and healing, offering students a positive outlet for their emotions.
  • After-School Programs: Expanding opportunities for students to engage in enriching activities outside of regular school hours, promoting both academic and social development.
